Basically, they commit to attend the university but don't enroll or get scholarships until the 2nd semester. Basically, a hedge on over-signing. You inevitably have some transfers out/early draft entries/academic DQ's that free up the scholarships for these guys. Basically gives them an extra year of eligibility too.
