It's one thing to screw up the occasional return if you show promise, like he did last year, but we hadn't seen a good return out of him through 3 games. (His best return was when he knew to stand out of bounds while picking up the ball.)

I'm guessing Micah Hyde will be the 'safe' option on punt returns, and they will either go with Franklin (assuming the other RBs are healthy) or bring in a new receiver during the bye week to handle kickoffs. Johnson or Whyte would be the in-house options, but doing this during the bye week gives them 2 weeks to get a 5th WR up to speed; I don't remember either of them getting much of an opportunity to return kicks during the pre-season.

Putting Cobb back in the roles would also be an option, but I can't see the Packers going to a 'panic' option three weeks into the season.

Long time coming. I'm surprised he lasted past week 1. Never had I seen a more inept KR performance than what he's put on this year. In addition to being completely mistake-prone, he had the terrible habit of returning balls that should have been downed and then running sideways out of the end zone.

And all this after muffing a punt in SF last January.
